Outerwear
With daytime temperatures likely to be hovering in the 30s and 40s, you'll want to have a coat or jacket for traveling around London. A casual warm coat or jacket is probably sufficient for sightseeing or other daytime activities, but if you plan on attending the theater or going out for a nice dinner, you'll want a dressier coat, such as an overcoat. Also, it's a good idea to pack a raincoat for wet days, and be sure to carry an umbrella.
Clothing
Londoners aren't quite as causal as Americans when it comes to clothing, so leave the jeans and sweats at home if you want to avoid looking like a tourist. Instead, favor less casual clothing, such as nice slacks, blouses, sweaters or blazers. For the lower winter temperatures, dressing in layers is a good choice if you'll be sightseeing or doing a lot of walking. Dark colors are common in London, but feel free to pack brighter colors if that's what you prefer.
Footwear
You'll want to be comfortable if you're going to be doing a lot of walking, so pack practical shoes. But keep in mind that tennis shoes are not as common in London as they are in America. You'll see people wearing "trainers," as they are called in London, but less casual footwear is much more common. For a night on the town, dressier shoes will be appropriate, but women should avoid open-toed shoes because of the cold and often wet weather.
