The type of license you need depends on whether you intend to sell liquor drinks and whether customers will consume beverages on-site or purchase bottles for off-premises consumption. A 4COP license is necessary for an establishment to both sell liquor drinks and offer package sales.
Who Should Apply
Restaurants, bars and lounges that wish to sell liquor drinks in addition to beer and wine must apply for a 4COP license. A 4COP license is also required for bottle sales for off-site consumption.

The number of 4COP licenses available depends on the population of the county. A benefit of obtaining this type of license is that competition in your area is limited by the state.
Considerations
4COP licenses are more expensive and difficult to obtain that other licenses that allow for the sale of beer and wine. It is important to factor in sufficient time to obtain your liquor license prior to opening for business.
Cost
Effective Oct. 1, 2009, the annual fee for a 4COP license is $1,820.
Availability
Since there are a limited number of liquor licenses available in each county, Florida holds a yearly drawing for award of available licenses. The application fee is $100 per county to enter the drawing. Winners of the drawing must then complete a license application and pay the annual license fee to receive a 4COP license.
